Overflow on carb bowl?
Metal float-set too high-pinhole in float.
Plastic float-same answers for metal float.
Foam float-set too high-float is gas soaked, too heavy.
Replace float.
New carb, check float setting, can be set too high from factory.
Check carb bowl and under needle for trash. Any trash in bowl or under needle, clean snd add fuel filter.

I am trying to get this scooter going after sitting in a shed at a nursing home for 4 years.

That is a drain plug and the hose overflow is just that. If the float in the carburettor sticks, the fuel overflows down that tube instead of flooding into your engine. If it does flood out of there a gentle tap with the handle of a hammer fixes it.

Not sure about the other one. I would Google
make model carburettor
dont use the Australian term 'carby'!
when found look at the images tab.

Put it a new spark plug in it before you try and start it. It will probably need a new battery unless it has been kept charged. I bought a Yamaha YDS3 that had been stored for 6 years.

Change fuel

Suck it out with a hose ... remove the tank and dump it ... pump it with a pump ... draw it out with a turkey baster. This isn\'t difficult.

There is petrol leaking from the overflow on my zxr 400, should this overflow be connected to anything else via tube ....?

No, the overflow tube should dump the fuel out the bottom of the bike.

Possible solutions (?): 1: Don't over fill the tank. 2: Check for corrosion in the tank overflow tube.

Scooter has not been started for over 1 year and will not start. New battery added and fuel has been reolaced. Scooter will turn over but not fire. Is there a fuel on/off switch? Is there a choke?

Start by checking to make sure the kill switch is set to "run", as nothing will start the bike if it's "off". And that all the fuses are good. (There should only be two)
Just like a no start problem with a car, it's going to be one of the big three: Fuel, Air or Spark. You can start by removing the spark plug and checking for spark by holding the plug with the plug wire attached, in a gloved hand, near to a part of the frame and turning the engine over. Be aware that it will shock you, if you are not careful.
If no spark, the Stator/ magneto (alternator), Capacitor Discharged Ignition or CDI (timing), or Regulator/Rectifier (voltage control and conversion) could be faulty, and there are no real good tests for these other than using another scooter that works, changing out the parts and rechecking.
If you do have spark, check the fuel by removing the air filter and spraying a small amount of starting fluid into the air intake. Please note however that these scooters require an exact airflow and the bike may not run or idle without it's filter.
Did you clean out the carburetor, or dump the float bowl? If so, it can take a ton of cranking from the engine to put out enough vacuum to draw gas back in. Starting fluid can sometimes get the carb to fire enough to start the engines vacuum.
And if that didn't work, air could be the problem. These Chinese scooters usually don't have many vacuum lines, there is one on the fuel pump, and one on the carb. There is a choke on the carb, but it is electronic and should be self adjusting, requiring no maintenance.
