If the crankcase filled with water also, it needs to be drained and fresh oil installed. Have you tried turning engine with a breaker bar and socket? Crank bearings could be seized.

I need to know if you did'nt oil the pistons and piston rings or prime the motor do i need to pull it out and do it

Pete, did you do a complete engine reassembly with out lubricant.
If you did, you could have real problems, especially with crank and rod bearings.
Pistons and rings could be oiled through spark plug holes, 1/2 oz. in each cylinder, take cylinder to bottom of stroke, then give a blast of compressed air to help distribute oil in each cylinder and then rotate engine a few times to complete oil distribution.
To pre oil crank and cam and bearings, you could over fill engine with new oil until you feel it is flooding(above) cam then let soak over night, then rotate crank shaft 20-30 times to distribute oil.
Drain oil, and refill to correct spec's.

Had minor MVA radiator lost all fluid... No visual damage to car but engine cranks but wouldn't start instantly.... What could cause this?

If you have an alloy engine head and the engine got real hot then you may have a cracked engine head or a warped engine head. A compression test would need to be carried out by a mechanic to test and confirm if this damage has occurred.

I am not a mechanic but I have experienced having cars with cracked head, blown head gaskets and recently a cracked block in engine or worn rings (had to replaced last car as engine block damage is expensive to fix)!
Technical theory on engines follows !

If coolant is leaking into one or more cylinders of the engine via a blown head gasket or cracked head or warped head then the spark won't fire and the fuel won't ignite in the cylinder until it cranks over to a different cylinder that has no water in it. On the next engine timed cycle the water would have been forced out of the water filled cylinder and into the exhaust pipe and will come out as steam.

My 1999 Lincoln contintal started leaking fluid while driving down the hwy. I pulled into a store and it all drain out. What caused this and how much will it cost to fix.

I am sorry about your misfortune. You need to determine what type of fluid it was. If it is coolant it is usually a green or pink. Cooling systems can be pressurized and be tested to find leaks. If it was any other type of leak, proper visual inspection will determine usually where to start.

Won't start when facing uphill or flat only when facing downhill.

sounds like a fuel pump fault, gravity is the only thing feeding the engine, then when engine is running the suction is sucking fuel in.

93 jeep won't crank. It is not turning over so to

Sluggish engine turnover can be the battery but won't be caused by gas. A problem related to gas would be more apparent after the engine is running.

Engine compartment partiallly submerged in water now wont start

1) you will need to drain the engine oil and refill it before you get it running again, the oil will be contaminated with water + change filter too.
2) you may also have water in the fuel, add a small bottle of methyl hydrate (gas line antifreeze) to your gas tank to neutralize the water.
3) remove your air filter and replace with a fresh dry one.
4) remove all the spark plugs and drape a clean white rag over the plug holes.
5) crank the engine over for about 30 seconds then have a look at the rag - if there are wet spots, there is water in the cylinders. repeat until you no longer get wet spots.
6) leave plugs out for a day for cylinders to dry out, then install fresh new plugs. as long as there is no internal damage, car should start now.
7) change engine oil and filter again to make sure all water is removed.
