Based upon the rule that adverbs modify verbs, I would say NO. The word "will" HELPS the verb, but doesn't modify it. "Cook" doesn't change in any way as a result of the word "will".

If you said quickly cook, or slowly cook, now the words quickly and slowly modify the verb cook. These are examples of adverbs.
