There is a pickup coil inside the flywheel that powers the indicators and lights. At low rpm not much power is generated so the lights are dim. Increase the rpm's and more power is generated thus brightening the lights. This is normal on a small bike especially since it has a small battery. How old is the battery? They are only good for about two years. This could be the problem on the starter, weak battery. Also, check the fuses with a multimeter. A blown fuse will kill a starter every time. The speedo problem sounds like a crossed wire connection.

Bike wont go past 10,000 rpms. power just shuts out.

These bikes have rev limiters to keep you from blowing the motor. they are supposed to do just that, shut power off if you rev the engine too hard. Usually it cuts out and re-starts very rapidly and you get sort of a Vroom, Vroom , Vroom sound that lets you know you are reving it too much. If you continue to push the motor it will shut power off. 10,000 rpm is a lot of rpm and this could cause major issues with the motor. you don't want a piston to come loose at this rpm!

Bike coughs, splutters and even backfires more so in low rev's

Either take the carbs off and clean them or add some fuel additive to clean the system. Sounds like you have a clogged jet.

Red light flashing ????

it may need to be "reset" in which case you just unhook the battery for about 15 minutes. what i wanted you to check tho was the voltage of the battery. 6 or 12 volt

954 fireblade splutters at 7000 rpm

1ST of all i think you should take your bike to another dealer to get it fixed as they should be able / confident mechanics to repair any problem.
But anyway have you checked the throttle position sensor ? of the fuel injector connections ?
just that water could of coroded the connectors.

Ive got a focus st170 and about 4000 revs it seems to missfire

If you mean in neural it misses this is normal. It has a rev limiter to save the engine. You are bouncing it off the chip at 4000 rpm.
