Hi John, could be a map or ckp sensor issue. The factory makes a completely seperate manual just for electrical issues, it's very difficult trying to diagnois from a laptop. That being said try retrieving any trouble codes that might have been generated because of this issue, they may point you the right direction. To help you with this procedure go to:

Flickering instrument lights are one symptom of a battery going bad.

Driving along lights dimmed, instrument panel died, loss of power then engine cut out & wouldn't start. Starts with a jump but when i turn key to heat glow plug, instrument panel goes mad

I assume there's a problem with alternator. Check the grounding to engine, check continuity of a positive wire between alternator and battery. the energizing voltage should be checked as well. Might be the bad connection between battery and vehicle body grounding. Diesel cars are sensitive even in a little loss of connection and rust in the connection points.

What would cause the head lights and instrument panel to flicker on a 2009 dodge journey

The headlight switch might be the reason the headlights are flickering. Pls try to turn off headlights and see if the instruments still show strange behavior.
If the problem persists, try pulling fuses (one at a time) to see if you can find the circuit which is causing the problem. There might be intermittent shorts / no connection in a circuit other than headlights.

Rough idle no check engine light on starting to stall when making turns at low speed like in the drive thru radio lights flicker

did not specify rpm, but sounds likely to be a idle control valve, it adjust engine rpm when a demand or load is apply like turning your wheel, so the engine dont die. try cleaning it, if not enougth carbon build up found in it, replace valve.

2000 new beetle 2.0, driving all lights and engine shut down, any ideas. When I turn the key the instrument lights flash on and off.

It could be your alternator. Try boosting the vehicle, following proper boosting as per the owners manual. If the car will run a short time after being boosted, then die off with flickering of lights, its your alternator

My 2002 electra glide classic head light flickers when the bike is running?

The voltage regulator is starting to fail. The headlight is flickering with the pulsing of the alternator when the motor is running. If you have had your Harley long enough, you are familiar with the "potato potato" sound when idling. That sound is the result of the 45 degree angle of the cylinders and the flywheel surging, which is absolutely normal. So, when the engine is idling and the alternator is surging in time with the motor, the voltage is surging as well; the voltage regulator is what steadies the power so the bike puts out steady light.

So now we are back to beginning of my answer to you; the voltage regulator is failing and that is what is causing your lights to flicker.

The voltage regulator is mounted on the bottom front outside part of the frame. An easy way to locate it is to get down there and find the oil filter, there is a box there with fins (heat sinks) right there. Change that and you will not have a flickering problem.

04 883 dies when run awhile. it then dies and won't start till it coold down.when it dies - no lights on instruments, no headlight, no turn signals, it's as if battry is dead

It sounds lie you may have an issue with the stator/charging system, I would reccomend puting a meter on the battery with the bike running and see what you are chargeing, Also see what the meter says when the bike dies. If it loses voltage or just dies. If the meter shows a drop in voltage then I would start with the basics or if neede take it to a local repair shop. Good luck
