I've changed the throttle positioning sensor and the idle air valve and its still running rough.
Have you changed your fuel filter? When is the last time you changed your sparkplugs? Have you had any codes on the computer? Heres what I would do. First change your sparkplugs. This is a 4-6 hour job. You have to unbolt the cop(coil on plug assembly). After you change the plugs your truck will run rough. Drive it around the block then back to your house. It will take 3-5 restarts before your truck quits running rough. Reason for this is because your computer is trying to "relearn" the firing order. I have done this several times so i know what i am talking about. You can even look it up. Your 2000 expedition is a dang good truck with a great engine. After your computer relearns the firing order then the rough idle will be gone. Then I would take it out on the freeway and run it hard for 5-10 miles. If you experience a miss or two then that means you need a new cop(s). Get a code reader and it will tell you which cop is bad. Cops are expensive. I bought 6 new ones on ebay for $40. If you buy from autozone or ford dealer then you are looking at about 80-100 bucks a piece. Tell me if this helps. Ford makes a good truck and the expedition is a great truck. Mine is a 2000 expedition also. I have 248,000 miles on it and running strong with no burning oil. Good luck.
"Tap" the metal area while someone else keeps the car running. If it starts to idle ok, replace the IAC.

It sounds like you have a vacuum leak or intake gaskets leaking. Try this. Start the engine and let it reach the idle it want to go to. Get you a can of Brake Clean and spray it around the intake manifold (it on the top center of the engine, you may have to removed a plastic cover) If the engine idle changes up or down then the intake gaskets are leaking hence your vacuum leak. Don't waste your time.
Have the intake manifold gaskets (upper and lower) replaced.
Check all vacuum lines for leaks.
Clamp all vacuum hose connections.
Do NOT replace any sensors unless the computer codes indicate.
THIS WILL FIX YOUR PROBLEM!
Engine stalling and rough run
issue at low speeds
This problem
is commonly caused by a dirty automatic idle speed control valve and
throttle valve. Buy a can of throttle valve cleaner (do not use
carburetor spray cleaner!) from NAPA or Carquest (made by CRC
chemicals) and spray it into the air intake while the engine is
running, use up about 1/2 the can, engine will try to stall hold the
speed up, shut it down and let it soak for 30 minutes, restart and
blow out the remaining fluid, shut it down and disconnect the
negative battery cable for 5 Min's to reset the base idle control. If this doesn't improve the problem you have mechanical problems in the engine like a low cylinder die to worn rings or leaking valve seats.
