if I understanding this correctly , you cannot use the scooter why it is being charged, there is a inhibit pin that stops the scooter from being used,
All scooters are designed this way.

Belt light flashes, also when throttled up it cut out and backfires.


Replace the drive belt (get a mechanic to do it) that will stop the flashing. Does the backfiring happen when you are revving it at a standstill? If so don't do it, it will snap the drive belt and, depending on the make and model of your scooter, it may wreck your engine.

Scooter runs then stops I turn offf the key and then it runs again and then will stop again also the scooter seems to have lost speed over time


the batteries are worn and problably need replaced , the computer will stop running the scooter at threshold voltage, older batteries and will hit this threshold voltage and slow the scooter

By misfire, I assume you mean that it is backfiring.

Backfiring typically is caused by an air leak in the exhaust sytem allowing oxygen into the exhaust which will mix with unburnt fuel and can cause a small explosion in the exhuast system - ignited by hot carbon deposits inside the pipe.

Again - this is a likely possibility but not the only possibility. Check your exhaust system for leaks.

did you try a new spark plug? might have flooded from the carb being too rich, or running with the Choke ON.
