It's usually due to corrosion on the float needles which makes them stick.I have seen a zx 9rc1 do this before ,the subsidising on the float needles wears off and they corrode.if you clean then it will be ok for a while but will return as as problem.change them.

Yes the floats are stuck open but it may be stuck because it has trash/rust in the lines/carbs. If the gas tank has rust in it, the tank will need to be coated with a tank liner kit(which can be purchased at most motorcycle shops) and the fuel system (including the carbs) should be cleaned out.

1999 Kawasaki ZX9R I have cleaned all carbs, checked all jets but I only have fuel coming out of 1 and 2. 3 and 4 get fuel at open throttle. all ports are open just like 1 and 2.

Hi, Michael sounds like you may have clogged transfer ports that external cleaning is not removing or there is a choke issue on 3&4 you may want to try a carb dip (very effective) and a carb sync. Having fuel issues with my 1999 zx9r, i have already cleaned entire fuel system, bike will crank if i put my hands over air intake on carb, any suggestions?

Hi, Michael # 9 and 10 are jumping up and down waving a red flag and yelling "PICK ME" otherwise the usual suspects are:
1. Fuel cap or fuel tank is not venting properly.
2. Fuel filter clogged.
3. Fuel line pinched or kinked.
4. Float needle and seat sticking.
5. Float level too low.
6. Carburetor bowl vent line clogged/blocked/pinched.
7. Idle adjusting screw set too low.
8. Air/fuel mixture screw set too lean.
9. Idle port, transfer ports, slow air jet clogged.
10. Slow fuel jet clogged.
11. Faulty fuel pump.
