HI Pat, overflow is usually caused by contaminated or wore out needle and seat in the the bottom of carb. Remove bowl and check for contamination ie rust, dirt, or water. Remove flot bowl and needle and inspect with magnafying glass both needle tip and seat for nicks imcomplete wear pattern or pitted seat. If you have a bad needle they do make rebuild kits. Sometimes you can just get away with carb cleaning the parts and reassemble. Check for proper float level there is a spec for that clean fuel filter and reassemble. good luck
P.S. Check the bottom of fuel tank with flashlite for rust, they do make a product that will relign the bottom and sides of fuel tank

VT1100 has two spark plugs per cylinder, the sparkplug caps are snap-ons so they're fairly easy to remove. You need a spark plug socket wrench to remove and replace the spark plugs.

When lowering bikes, we usually lessen or cut the shock absorbers (front and back).
Accessory places have lowering blocks, they are just a small metal accessory that move the bottom of the rear shocks to the rear and down, I think you get 1.5 inches from them. Then you need to cut or get shorter springs in the front, either will probably make the ride stiffer in the front.
