Normally, that clicking sound coming from your starter, because your battery don't have the charge to turn the starter over. The clicking sound your hearing happens every time you start it, just usually goes unnoticed because the starter itself is louder. The clicking sound is the solenoid engaging, which is a good thing. But otherwise if you have already tried jumping it(I mean jump it your battery could be bad) you may just have a loss wire, bad starter, or a bad battery. I have got Brand New Starters that where bad, it don't happen often but it does happen.
what you do to find it is remove the spark plug and put your finger over the hole. slowly turn the engine over until you feel the air blowing past your finger. Then look in the hole, you will see the piston coming to top dead center.
Sounds like you need to replace the carb reed. you will know by checking if there is air blowing out of the carb when you crank it over. There should be nothing coming back out. if this is not the case you need to replace the piston rings.

I had the same problem. My positive wire would arc with the key off when connecting the battery showing a short somewhere. I disconnected the regulator/ rectifier, (where the #16 positive lead from the battery goes to), and it quit. I found a new one on e-bay for $9.90 after shipping and it corrected the problem. Check to make sure your positive is not arcing with the key off. Hope this helps.
have you tried a new spark plug???? try new sparkplug there may be a spark on the old one but it may not be strong enought, if that dont work you know its petrol problem!
