Since 2008, Harley Touring models (like yours) have gotten rid of the throttle cables and went with TBW (Throttle By Wire), where electronic sensors are used instead.

Anyone would just be guessing without knowing the Diagnostic Trouble Codes (DTC, or error codes).

Pull them and see what codes you have.

I guess this wasn't a Harley dealership shop, or I'd think they would have pulled the codes right then to see what was wrong!

I had the same problem on my ultra classic 2009 and it seems it is a kind of rust inside the control unit and i did cleaned it but it didn't work permanent and the only cure was to replaced the throttle control cable and i guess they call it fly by wire hope this will help

My appologies it took so long to get back. The screen cracked on my laptop so I will try a more detailed answer later today. Till then. Does your check engine light come on? And do you have a power commander or anything like that? Sometimes the fly by wire throttle sensor can go bad. Let me know if your check engine light is on too and I'll walk you thru how to pull the codes.

Fly by wire throttle. All electronic. Clean the sensor in the throttle body...it fixed my problem. If that doesn't fix it then the only thing I can think of is the servos in the throttle body are screwed.
