Because sometimes the solenoid in the shifter quits working OR the release mechanism could be broken. YOU POSIBLE HAVE PROBLEM WHIT SHIFTER INTERLOCK POSIBLE FUSE BRAKE SWITCH OR SELENOID IS ON THE STEERING COLUM
