There was a recall for the fuel pumps failing on passats. a very common fault. Its easily accessable under the rear seat bench. You should be able to hear it buzzing when cranking the engine, although it is quite quiet. if it does not, then unplug the 4 pin connector and check for live and earth on the two thick wires ( the two thin ones are for the fuel level sender).
Likely problems: major vaccum leaks (intake snorkal missing. Major intake blockage (shop rag in the intake or filter clogged). Fuel pump dying? .. Check the intake for any blockage first (and for it being together) after that, it'll need some real diagnosis.

2 options depending on your displays .
Press and hold the service wrench button with the ignition off. While still holding the button, turn your ignition to "on" (but don't start the car). Press the Min clock button and then release the wrench button.
With key off press and hold the 0.0 button on the cluster. With your other hand turn the key to the on position , while still holding 0.0 button, press the minute button for 1 second and you will see the service reset.

There is no fuse for the third brake light that I know of, it is wired into the main brake light wiring on most cars anyway. Probably the bulb is blown.
