Screw the nut off until it is just slightly above the shaft level but still has several threads engaged. Then pull the wheel up as hard as possible towards you. At the same time have someone hit the nut sharply with a brass hammer or similar. The shock should free the wheel on the spline,then remove nut completely and take wheel off! Brass or similar is best to use so the nut does not get damaged...

There will be screws/bolts around the outside(under some kind of covers), holding the center section on. after you get that off there will be one nut right in the center(remove that and pull the steering wheel(most of the time you need a steering wheel puller)
