Sounds like debris in fuel system, could be filter needing replaced or carb needing a cleaning and/or needle valves an issue. Check float bowl for "Stuff" FIRST, depending on design of carb, maybe easy to remove and clean float bowl, If that doesn't solve issue, then consider making sure needle valves clear, and their ports clear, and float movement OK. Just cleaning the float bowl might do it. If fuel injected....sorry, would stick me.

Xr400r's been stood a while, had trouble starting it, changed the plug, now starts easier but bogs on use of the throttle and only runs with the choke on half, changed the fuel cleaned the main jet but...

Make sure the carb is thoroughly cleaned, all jets not just main. The half choke is compensating for the slow circuit jet. Check your air/fuel mixture. Also, check the air and fuel filter. If all checks out fine and you still encounter the problem, could be : bad gas, wrong spark plug heat range, or most likely the diaphragm for the top of the carb.

Bike bogs for second then revs when throttling

Pull the slide out of the carb then remove the jet needle and move the clip one notch lower on the needle.
