Have a 96 kaw 1100 when reaching high rpm it sputters like its has a govner on it what could be the problem

It probably doesn't like that ethanol in the gas. Try some medium or high test.

i was told that some rangers have a govner or sensor that won't allow you to go over 3,ooo rmp at a idle,it will make it run rough and backfire,it' to keep you from blowing up your motor

Recheck your firing order for basics. If this is in good, a compression test may be necessary. Which enigine do you have?

depending on the motor,, it could be an O2 sensor, or the MAP sensor , Lots of things make a car sputter at higher RPM"S,

This sames strange but i would say you might have a transmission problem that makes the car revs up because it look like it keeps downshifting after a high Rpm which makes the engine idles high. Good luck

check your fuel pump and filter,filter may be dirty ,fuel pump may not be pushing anough presser,or your pressure ragulator my be leaking

Sounds like a classic motor mount problem. Might want to get the dogbone strut checked as well.
