You should open the carb and check the floaters and the pin they control. Then adjust the float height and test it before you put it on the bike.Empty the gas from the engine 'cause it will damage the crankshaft's oil seals.

HI, IF IT IS FLOODED, TURN OF THE FUEL AND OPEN THE THROTTLE FULLY AND KEEP AT THIS POSITION WITHOUT THE CHOKE,KICK REPEATINGLY AND IT MAY FIRE EVENTUALY,

RREMEMBER THAT THE CHOKE INITIALY FLOODS THE ENGINE FOR COLD STARTING, SO USING THE CHOKE WHEN ALLREADY FLOODED WILL WORSEN THINGS,

YOU COULD PROBABLY REMOVE THE EXHAUST TO DISPENSE THE FUEL QUICKER AND PUT IN A CLEAN PLUG, I WOULD DO THIS BEFORE I STRIP DOWN THE CARB TO SEE IF THE PROBLEM CLEARS, AS THE BIKE WAS PREVIOUSLY RUNNING IT SEEMS ODD TO START MAKING ADDJUSTMENTS

Stars and runs no prob. splutters and stutters in

If this is something that just started, I'd check the spark plug and ignitions system first. Then move to the air filter and carburetor. Check the silencer in the pipe to see if it's clogged up.

When you rebuil the top end and pulled the power valve off did you put the screws bacvk in to the valve arm before puting the case and top end on cause you will either be closed or wide open on valve.and did you put the reeds back in? and make sure the floats are right and all jets are back in it the right way. try that

it is eather the spark or your floats clean the plugs and ground them to the heads and kick it over if you get a good spark then its your floats.
