Isolate the fuel tank in the boat by running the engine on a separate fuel source like a portable tank. That is the first step. Get a portable outboard tank and run the engine on that. 99% OF THE TIME ITS THE BOAT NOT ENGINE

your starter may be not able to carry a full load but can still test good had that happen to me on a different car once

do you have a bad crank sensor and the injectors are not firing ?

you need to put a scanner on it and see what code comes up.
my guess would be the crank sensor which is very common .

check the spark plug and check the fuel filter. if still no response check if there is spark comming out of the spark plug

Try this sequence. Pump up the fuel bulb until it gets hard. There should be something equvilent to a fast idle setting, then hold in the primer(electric choke) and finally turn the key and crank. When it tries to start go easy on the electric choke. You may want to see if the electric choke moves freely.
