Your voltage regulator is probably bad. I had the same issue. I'd replaced the battery due to it getting 'over charged'. I replaced the voltage regulator. All is working well now. You should put a voltage meter on the battery while its at idle. If you're showing more than 14.2V your voltage regulator is probably bad. My read as high as 16.1V before I changed it. Hope this helps.

Its a self diagnostic feature. It is telling you either the TPS is unplugged, the fuel level sensor is unplugged, or the EXUP valve is unplugged or frozen and not moving.

My 1999 r1 revs flick upto 7000 and back down to 1000 then to 0

Bad voltage regulator. Mine went bad then started to 'over charge' the battery. I put a voltage meter on it while the bike was at idle. It read as high as 16.1v. After I changed the voltage regulator it idles at 14.1v.

I replaced the battery due to it not being able to hold a charge. After I put in the new battery the tach shot up to 7k (while riding) then down to zero. As soon as I got home I put the volt meter on the battery and found out that the battery was being over charged. The voltage regulator took care of the issue. I hope this helps.

What would cause the rev counter on my 1999 r1 to pulse to 7 1/2 thousand revs when standing still.

If I recall correctly that is the "trouble code" for a disconnected fuel sender.

The rev counter goes from 0 to 7000 revs then back to 0

that is the indication of the exup valve malfunctioning. it tosses the code of 7000 rpm for a few seconds on start up to let you have an indication that there is a problem.
