With such little info we have to start from the beginning
First check the obvious
Is the kill switch on run?
Is there petrol in tank? turn petrol tap to reserve
Is it in gear?
Is the side-stand down?
Do the brake lever switches work?
Check the Ign fuse
Is the battery charged?

I need more info really or its all plain guesswork

What happens when U press the starter? Does the engine turn over at all? Is there a whirring noise or just 1 click perhaps? All these cd b down 2 a dead battery !!!!!!!!!!!!!!!!
Give me more info

I took off wiring harness and dont know how to put back on correctly. is there a pda file type service book that i can look at or download

I suggest doing a search for a Suzuki TL forum on the internet. I have a Hayabusa and there are several such user forums. You usually have to register in the forum (free) and when you get inside you will find all sorts of helpful people and resources, and if you're lucky you might be able to score a factory repair manuals in electronic format. Failing that, you should be able to get tips and advice from people who know the bike inside and out :)
I used Google to search for "Suzuki TL1000 Forum" and found these links that look promising amongst many more:

I have to jump my bike and when i disconnect the jumper cables by bike dies and i have no power. where do i start to look for the problem

I have a generic answer for you, this is a problem with your charging system, alernator, regulator.
this is a good site for used parts if needed. heres a site for a manual. ><
Now I would start looking for a blown fuse, then wiring to & from the alternator, which will be loacated in one of the side covers, (look for a bundle of wires going in) look at any plugs and the metal conectors inside for hot or cooked wiring. repost what you find.

unsure if it will plug st8 in but it can definitely be made to work. It's actually a very desirable mod because the 97 ecus had more aggressive advance curves.

F! error Cagiva Raptor 1000

When mine did this it was a spade connector which came loose - best bet to check and clean all connectors,
Optimate use seems to make it happen more so I'd start with all the connectors that you can see in and around the battery box

also check out raptorchapter 'dot' org 'dot' uk (for 650 and 1000 raptors) theres another owner on there with similar problem
