12 volts surface charge is nothing
here is the state of charge for a wet battery like you likely have unless you upgraded to an AGM type of battery.

Recharge your battery if it is less than 12,7 volts surface charge and then do a load test to see if it is any good.

I can't figure out whether your problem is with the bike or the security system. I have no experience with security systems and don't have a clue. I'd take the battery out of the bike and take it somewhere to have it "load tested". Just because a battery shows 12 volts with a meter doesn't mean it's any good. Put a load on it (like the starter does) and you may find that it's a piece of junk. If it won't start then, I'd suspect the security system has it locked out. Sorry I can't help with that but I'm an old school biker and I don't mess with security systems.

If you are using a standard voltmeter to test the battery, it will read 12 votts with no load on it. You need to have the battery load tested. Take it out and carry it to an automotive parts store. They can usually "load test" a battery for you and ususlly it's free. The battery is probably bad for it to drop all the way down to "0" volts when you put a load on it.
