I have not started my bike in a long time and my fuel valve is stuck, how can I unstick it so it turns

Replace the petcock. The rubber diaphragm is ruptured. I'd also bet your fuel mileage dropped cause the ruptured diaphragm is allowing raw fuel to be sucked into the intake manifold.

Do a compression check on all cylinders. The lowest reading should be within 10% of the highest reading. If it is, then a stuck valve is not the problem. Install new plugs and check for spark on each plug. You didn't say what year the bike is. If you have carbs, drain the carbs. Water condensation filling the carbs could be the problem.

You will have to remove the carbs, and dismantle the float chamber, carefully removing the floats and the float valve from its seating, cleaning to ensure it doesnot stick and also closes off the fuel
