Hi, Tony always check fuel flow first to isolate the problem area otherwise the usual suspects are:
1. Fuel tank empty.
2. Fuel cap or fuel tank not venting properly.
3. Fuel filter clogged with rust or dirt.
4. Fuel valve/petcock not in the on or reserve position.
5. Vacuum line to fuel valve cracked, broken, pinched, or missing*
6. Fuel valve/petcock clogged or diaphragm cracked, cut or torn*
7. Fuel line from the fuel valve to the carburetor or fuel pump clogged, cracked, pinched, bent, broken, or missing.
8. Fuel pump not working*
9. Fuel line touching cylinder or head causing fuel to boil and vapor lock, repair by rerouting and wrapping line with convoluted tubing.
10. Carburetor inlet clogged.
11. Carburetor float or needle and seat stuck.
12. Carburetor not venting properly overflow line or bowl fitting clogged, pinched, or bent.
* If equipped or applicable.

Carb problems

Needle valve in carb is probably staying open. This overfills carb with fuel so it dumps in into intake. Carb probably has dirt in seat of valve where needle sits. This is common when dirt gets in fuel, such as when you run tank of fuel till its empty and all the dirt living at bottom of tank gets sucked into carbs. Clean all of carb internals, spotless, clean or replace fuel filter.

I have a 96 Harley Super Glide. After sitting for 2 months when accelerating motor will ping real bad. I have dumped the fuel and replaced with new. I have been told that this carb is bad for plugging air...

You're not getting enough fuel to the combustion chamber. After sitting 2 months, the fuel would deteriorate and gum up the carburetor internals. You should start by giving the carburetors a thorough cleaning and make sure all the jets are clear.

My 97 classic is smoking at idol, and dumping fuel. Carb has been cleaned and the needleand jets have been changed (we even tried smaller ones). It is dumping too much fuel. When we adjust it, it either...

A plugged Idle Jet will give you an erratic idle (up,down,up,down) and also draw in liquid fuel instead of vapor. The 'O' Ring between the float valve seat and carburetor body and the Float Valve are the only two places the fuel may enter the fuel bowl. If the 'O' Ring or Float Vale is leaking the float cannot regulate the fuel level. To test a fuel pump you will need to test for Pressure and Volume.

PP3516 ran slow for a while then quit.

Recheck the spark--if the plug is wet, it should have at least popped several times. Try a new plug gapped at 0.020". Check the fuel filter, air filter, and muffler for plugging. Check the fuel lines for decay or other damage--if replacing any, use original rubber lines only, not plastic. Does the primer bulb fill with fuel after several pumps? Remove the carburetor, and clean it inside and out with spray carburetor cleaner. Look closely at the lower chamber diaphragm which should be pliable with no holes or other damage. There is a small filter screen within the main body that can get plugged with stale fuel. Check the components between the carburetor and cylinder for any damage. Go to: http://www.drystacked.com for a 12 page article on Walbro brand carburetor theory and troubleshooting which also applies to other carburetor brands as well. Hope some of this helps!

When i increase the throtle it cuts out their is a air sound that comes from the carb before it cuts out

Your engine is starving for fuel. The air sound you are hearing is most likely being caused by a faultry intake gasket OR the carburetor's needle/jets are gummed up. Pull the carburetor and inspect it for varnish build-up...you may be able to clean the carb but my recommendation is to rebuild it.
