seems like the carb wants to be primed, its fuel thirsty, so after sitting around for a while, turn the fuel valve on and full twist the throttle a bunch of times before you try to start it

Unlikely. Squeaking is usually caused by dirt - go out and give it a good thrash, including some really hard braking...

I dont understand the first question,but as for the second NO the old fuel is not useable scince the introduction of ethanol in our fuel it only has a shelf life of about 4 months.I worked as a Honda outboard mechanic and peoples biggest mistake is they werent having their engines properly winterized and didnt purge all of their fuel and than when spring came their engines woulnt run.
