have you checked the vacuum tap to see if its working simply remove the smaller diameter hose from the carb and the fuel line its self **** small one to create vacuum and fuel shold come from fuel line if not the tap could be just blocked or the diaprham could be damaged in the tap

The clicking is the starter solinoid.Wire around it and see if starter works.If not replace starter.If it turns over solinoid is bad.

See If You Can Access The Seat Hinges Sometimes They Have Quick Pins That Can Be Removed Easily. Or Access The Bolts Under The Fender Or Frame
