Remove the seat, remove the battery hold down if installed, undo the negative cable, undo the positive cable, pull up on the battery removal strap if present and not buried under the battery etc OR otherwise lift the battery out.

This is a major job. This is the bad thing about a belt type final drive. You must remove the entire primay, outer primary cover, clutch and primary chain, starter, and inner primary. You must also remove the rear wheel and the swing arm to replace the belt. That's why the job is so expensive plus the belt itself ain't cheap. If I can help you further, let me know.

SOURCE: 2004 hd flhtcu. replaced the
go over the wiring and cables to ensure clean and tight connections
if you still have a problem see if it will start using jumper cables to another battery
if it still doesn't work pull the starter and have it checked out and rebuild it or replace it
