Go to this site and you can download a free PDF service manual. The one you need is '97-'00.
http://www.carlsalter.com/motorcycle-manuals.asp Most of the manuals are in English but some are not. There is no way to be sure without doing the download. You can always delete it if in a foreign language.

This is probably the original hose and over time, they do detereorate. This is a common item, easy to change. Go to your local bike shop and get a new hose.
