The most common way is move the throttle cable from position one to position two. Check to see if this method will work for you by watching the throttle mechanism at the engine while an assistant turns the throttle (engine not running). When the assistant can turn the handle no farther, see if you can push the mechanism open farther with your finger or a screwdriver. If you can, then you will be able to derestrict the bike by repositioning the cable.

Starts runs wont accelerate

It seems there is fuel starvation when you reach that speed or the spark plug seems to fail.
(1) Check the spark plug and also see if it's of a correct specs per the manufacturer's recommendation.
(2) There could be a blockage in the carb's main jet which restricts the flow of fuel at that speed.
Hope this helps!

What type of speed restrictor does a 2009 hyosung gtr 650 comet have in it ?

the restrictor is managed by the ECU unit as its a chip, if you take it to any main dealer they will be able to restrict or de-restrict for you.

How do I de-restrict a dealer restricted 2003 BMW F650GS?

Take it to a dealer. It is restricted using the FI system - it needs remapping back to full power.
