It's surging because of irregular fuel supply. There are numerous circuits in a carb and x the no. of carbs. The first recommendation is to have the carbs aynchronized. Under heavy throttle a circuit other than cruising kicks in making up for the higher demand. You can sync them yourself with a manometer. They sell at the bike parts stores. Hook up four vacuum lines (supplied) and adjust the carbs to mach in all columns. good luck.

I had a similar problem. Mine would continue running, but it felt like it dropped cylinders. Sputtered, backfires...etc. Check your ignitor box (under the seat, attached to the rear fender. Start the bike up to operating temp, and if it does the problem, the tech that fixed mine squeezed the ignitor box, and it returned to normal. Got a new one checking salvage yards online.

SOURCE: Zl 600 1986 is hard starting
Ok, the correct proceedure for starting a cold engine is as follows, pull the choke fully on, and crank over the engine, DO NOT use the throttle when cranking the engine, when the bike fires and starts, slowly turn down the choke until a smooth fast idle achieved. The important thing to remember is, do not use the throttle while the choke is on, as this lets it **** in cold air, and makes for a harder start, remember the choke is there to restrict air flow, make a rich fuel mixture, for cold starting. If that does not work, then mabey u have a carby problem, make sure your choke is coming on.

The plugs are numbered left to right when seated. The left plug is #1. The diagram below shows plug numbers and coil wire placement.
