Slow speed circuit in the carb is clear and working as it should. The main jet is plugged with a bit of trash or is sucking water built up in the carb float bowl from condensation in the gas tank.

Do you know where the fuel filter is on this scooter? It will be somewhere between the gas tank and carburator but I am not familiar with this model. But I could probably find out if you need me to. Anyway, replacing a fuel filter is a very easy task that requires almost no mechanical experiance. Once the filter is found it is usually connected to the fuel line by a hose and clamp on each end of the filter. Simply unscrew the clamp or if it is a factory pressed on model you can cut the gas line directly behind the end of the old filter if you can't get the clamp off. Any auto parts store will have a variety of filters for many makes and model vehichles and many universal filters that will fit anything. All you have to do is match up the fuel line diameter with the correct filter. While your there get 2 small hose clamps for the fuel line to clamp the hose around the end of the filter nipples. Just make sure the flow is in the correct direction and this will be marked on the filter, the flow arrow should go towards the carburator. thats all there is to this! As far as my opinion on what the issue could be I can't say with anly the information you have given me, there are too many things that can cause an issue like yours, but a fuel filter is the best place to start, so get it replaced and let me know how your doing and we can go from there.
