Bike developed a wobble, has side to side movement in front wheel

First check the tire-pressure, then the fork oil; see if the wheel has a loose bearing play.

Oil pressure light is on and bike wont run near top speed

Don't have a specific answer here ,had similar issues once and found that the oil pressure sensor was plugged ,not completely but enough to starve the reading causing the engine to think it is low on oil putting the engine in limp mode.

Look on top of the oil filter housing, I believe you should see 2 oil pressure sending units there wired separately. One is for low speed pressure and one is for high speed pressure. Often the wiring for these sending units will fray and break off inside the rubber boot. Check and repair if necessary. Also trace the wires back and look for chaffed insulation. Tape up any spots that you find. VW's have no tolerance for these kinds of things.

If the sending units are bad it is most likely the brown one which is the one for low speed. The second one may be white or black and will only activate over 2000 RPM. It will flash the light and sound a buzzer. To check the brown sending unit, let the engine run. The oil light should go out when you disconnect the wire from the sending unit. If it does then the sending unit is bad. If it doesn't then the problem is in the wiring or no pressure. To check the high speed unit, it's the opposite. Run the engine at 2500 RPM and disconnect the wire. The light should flash and the buzzer will sound.

To check the oil pressure with a mehanical guage it should be 29psi at 2000RPM. These are from a mid 90's 2 liter 16 valve but should put you in the ball park. Hope this helps.

Probably the reason the fork seal is blown is too much air pressure. Definitely fix the seal and put in the correct amount of oil. You do not have to put air in to the front forks if you do not want to. To properly set up your suspension, set your rear shocks first, hard for two, soft for one, etc. Now load the bike, you or you and the passenger. With the front forks set to near max pressure (only 12 to 14 pounds air pressure do not go over max recommended pressure) bounce on the motorcycle seat and bleed off the pressure in the front forks till the front and back of the bike drop together. This is the correct way to set up your suspension. A bicycle foot pump with a pressure gauge works best works best. You will be near max pressure in one small hand squeeze of the foot pump. You will find it only takes 7-8 pounds of pressure to set up your bike. Just remember, You do not have to put air pressure in to your front forks, they will work just fine. You just wont benefit from the adjustable design.

Oil pressure

Your Bike is a dry sump system oiling system which simply means that the motor needs to be revved up to get oil to the top of the motor. The readings that you see are actually normal (look closely at the gage and you'll see that you are actually are around 5psi at idle and in the 30psi range while moving). Great Bike!

Oil Light Indicator

the oil light is actually a level sensor and not a pressure sensor. That being the case since the light only comes on at elevated and sustained engine speeds it sounds like your level is to low, or you are having a drain back issue.
