Voltage regulator will not allow enough current to the lighter to charge sophisticated electronics. Install a 12v outlet directly to the battery or re wire your lighter to connect the positive directly to the battery.

2 clips front & rear releases the ecm then 2.. 10mm bolts W/ Philip's heads, then some wiggling. Now me i just leave in bike & attach trickle charger..smart charger...

The 2009 Harley Road Glide turn signal flasher is located inside the fairing, which is under the dash board on the driver's side. To remove the turn signals from the fairing, you need to unbolt them from the socket wrench. Get additional details from http://www.ehow.com/how_5791484_remove-road-glide-fairing.html.
i dont know if this is relevent to your year but if its not there under the tank is a good second place to look
