i have done all of those things ,the bike is still the same,it seems like the bike is either getting to much fuel and not burning it ,or it is the opposite, the bike is not getting enough fuel when you need it for fast take off.

Is it all stock or have you added a pipe or a hi performance air filter? If you have, it needs bigger main jets, if not try cleaning out the filter in the gas tank and screen in the petcock, if it has one

Hello,
My wife has a 2003 Vstar. I was looking through her owner's manual and noticed that in the 'Instument and Control' section, there is a 'Note' that states that the bike has a built-in speed limiter, essentially a governer, that limits the engine from 'exceeding 6,800 rpm/110 MPH'. Hope this helps.

Check ball joints, tie rod ends, pitman and idler arm joints. Jack up your wheels and try to move them by hand back and forth, even up and down for any looseness.

Sounds like it may be drawing air around the intake somewhere. Let it idle and spray around carefully with wd-40 until it speeds up. This will reveal the leak.

Probably your spark plug get wet (water get into your spark plug), so it doesn't work quite well to give high voltage spark to burn fuel.
Clean your spark plug by removing spark plugs of 4 cylinders and clean, start engine to blow out the residue water in spark plug socket. And install spark plug into 4 cylinders
