Sometimes it will turn over before the fuse blows. Other times as soon as the key is turned on.
Sound like someone been jump starting from a car battery.make sure fuse are in tight.you may try taking the tank off then trace down wiring.flexing the harness to see if there are hard spots.wires may have melted together.

It sounds like you have a dead short. Thank god for the fuse, or your bike wood burn. Immiediatly disconect the battery and remove it ! Than visually inspect battery leads, than progress to the ignition circut if no bare wires are visable consult a qualified tec.

Check the wiring for a dead short after the fuse. check for pinched wires or burnt wires or wires rubbed through and touching the frame.
