Yes the vin number can identify the bike year make and model. Prior to 1980 sometimes will NOT give engine size.

SOURCE: I asked how to change

I "think" the clarifcation question was in order for the "helper" to find the correct seals for you. I would like yo to go to this page.
http://www.4strokes.com/tech/ktm/fork.asp

I have been searching for the correct service manual but cannot find one for free. Its a basic job regardless of the type of bike or the year. Technology has changed for the newer models of all bikes but for most the same basic principals apply.
Iknow that this is not an "answer" in part or full but please follow the link.

Can't find a vin number on Ktm 85 sx

Unless it has changed since my motorcycling days, the frame number is stamped on the headstock, and the engine number (usually different) is a flat area of casting on the crankcase near the cylinder base.

Actually, better read this

Hi, Vaesdimitri after careful deliberation 4 out 5 KTM Gods give this one a thumbs up, but just to be on the safe side you should give your local dealer's parts/service department a call to confirm. Good luck and have a nice day. manuals

Engine Number379090

The engine number will only tell you how old the engine is. It would be more help if you mention the model of the bike. But to be sure of the date of the machine you should take the chassis number to a kawasaki dealer. They can tell you the age and model of the vehicle from that. The chassis number is usually on the headstock of the frame.

Can a cracked 2008 ktm 85 sx be welded?

Yes it can be done, but Ally welding is not something for a novice. Find a local engineering company with a good reputation and they should be able to help.
