Question about Yamaha YZ 250 Motorcycles
My yz 250 starts ok but you can not touch the throttle. If I do get it to rev it starts cutting out

It does sound like an ignition timing problem, but could also be a breathing issue, air flow in or exhaust flow out could be restricted i.e.:dirty air filter, excessive carbon build up in exhaust pipe from burning too much oil or rich fuel mixture.
possibly and more likely some junk got into your fuel system and partially plugged up the main jet in the carb, -or has the needle on the slide been moved? The little circlip at the top of the needle, if it has one.
1.Replace the spark plug, check gap, check spark, it should be bright blue and fat.
2. check the fuel filter, if no filter check the carb for dirt.

Have you cleaned the carburator ? It seems the main jet has some kind of obstruction.
Try cleaning the carburator and well a tune up would be fine too after the clean , check the plug/s & air filter too.

HI MATE ON THE CARB THERE 2 SCREW ONE FOR IDLE AND ONE FOR MIXTURE THE MIXTURE SCREW WILL BE THE SMALLEST UNSCREW A 1/4 OF TURNS ALSO TRY CHANGING THE PLUG OK

change the pkug first buy a br8eg plug off ebay and see how this goes get back to me also are you using the choke on start up

probaby settels down after it warms up a bit :-) pull the carb off and check for a cracked reed valve clasic problem with the old boyseen dual layered valves.
if not check that the carb is well sealed in the neck going into the engine a little air leak will give the engine a runaway effect
