If only full exhaust system and air filter use 10 units larger MAIN jets and recheck the spark plugs for brown color.NOT white nor black.
The floaters should cut off the fuel just when they are parallel to the canister surface (if they are adjustable).
Don't change the idle jets.Use the stock.The needles stock setting as well.

I got a 1990 kawi js 440 andf rebuilt the carbs and its hard to start and when it does it dies then the carb floods with gas and will not start again cuz of to much fuel do you know what is wrong

Your carburator bowl float is stuck in open position, or it is sticking allowing the gas to flood the engine.
Remove the carburator boal and try to clean or replace the carburator bowl float.

Kawasaki 750 brute force brake

Remove and check the settings, check the bearings and the tolerance that is needed or if there was dirt or foreign particles that had caused this to happen. Also it can be due to worn out brakes.

Wondering if there is a website or anyway possible to get torques specs for an 01 zx6r, have called my local kawi dealer and they just take for ever and not open today

A good starting point and will get you very close. Is a bolt size Torque sheet see this web site for that. You can use as a starting point to get things together. then recheck later from the dealer. Torque sheet per bolt size Metric.

Yes you have two float bowls, the carbs on your model is actually one set but they split in half, there is a needle and seat in each chamber and I would say that you likely have something caught in the needle and seats. I attached a diaphragm.

Start by checking the fuel pump,fuel filter and carbs.Renew the spark plugs if necessary
