Possibly a leaking vacuum hose or connection to your heater control. Depending on engine vacuum, heat may appear to be going on and off, but might actually be going back and forth from defrost to heat. I have an 07 F350 that does this sometimes. If the heater fan itself is actually starting and stopping, could be a loose connection or a fan that is on its last legs.

Make sure the alternater belt is the correct tension....If its been recently replaced, it may have been a size too big. Have you also had the regulator checked for output?

97 ford f150 4.6 the pipe that gos to heater core hose is leaking. is this pipe pressed in? thanks

The inlet/outlet pipes (tubing) is an integral part of the heater core. If the actual core is leaking, you 'll need to remove and replace or repair the heater core. Be sure it's not the hose that is failing ... alot easier and cheaper to change out a hose and clamps...
