I would be very surprised if a moped scooter had a 'Steering WHEEL'. In my day, they were called 'handlebars', and your part that failed is called the 'steering lock'. It is a generic Chinese scooter, so support is limited. If it is a combined ignition and steering lock, try turning it a full rotation one way or the other. Steering locks are normally a standalone device that is not part of the ignition, but can use the same key.

sometimes the bearings locking nut can become loose, which will make steering difficult. Another solution is check the front tire air pressure. If this is a Power Chair then we may have a motor issue. The difference between Scooter and Power Chair is Scooters have a Tiller w/handlebars, Power Chair uses a Joystick.
This is typically not a do-it-yourself repair. The reason is that there are many parts to the steering column including upper and lower bearings and races, steering linkages, a front console wiring harness, and many other small parts. These parts must be assembled in sequence and aligned properly otherwise the scooter will not steer straight and will have noise and sloppiness in the column. You could also damage the wiring harness that goes through this area.
With that being said there ARE some adjustments that can be made to the tiller and steering column to improve its performance.
The tiller angle adjustment knob should be as tight as you can make it by hand.
If you place a block of wood under the front of the scooter you can check for free play with the front wheels off the ground. The tiller should move left and right without binding or noise. The top cup of the bearing race has some lock nuts that you can use as adjusters. Loosen the lock nuts and turn the top race clockwise until the sloppiness is gone and there is some resistance. Re-tighten the lock nuts making sure the column is centered. You don't want to over tighten the bearing races. The tie rods and ball joints are not a DIY adjustment or replacement.
If you need replacement of the top and bottom bearings find a local scooter mechanic or bike shop to do it for you.
If you have serious steering problems do not drive the scooter until it is repaired.

Tighten your steering tiller wont be as bad as you think it might be.
1) Tools, you'll need two medium size channel locks
2) Locate,the to lock nuts ,they are a thin sized nut located at the bottom of the steering pipe.
3) Use both channel locks when tightening these nuts ,have one for the to nut and one for the bottom
The best way in finding a dealer would be to go online and search,the benefit in doing that is your able to read the company's reviews.
