Needs fuel adjustments
Most saws will have a high, low and idle screw adjustments.
First make sure we are dealing with a clean air filter, clean with air or tap air filter and brush to remove saw dust. Replace fuel if it is a season old or older. (Fuel filter replacement if it has seen years of use.)
2nd GENTLY turn the high screw clock wise until it bottoms out and then counter clock wise 1 and a quarter turns.
3rd do the same for the low idle.
It should run and idle at this point, let it warm up before making final adjustments. If it dies when giving it gas then more than likely it will need further adjustment on the low idle screw.
If it is really stubborn, often times the the ports are full of sludge from the bad fuel. I prefer to remove the bar and chain especially for the novice. Start the saw, secure with another set of hands if need be, turn the idle screw in to quicken the speed a little. Now you can work the low and high screws back and forth 1/4 turn while the saw is running, periodically giving it full throttle. That should be enough to dislodge buildup replace bar and chain and then your final adjustment.
If not you may have to look else where as in an air leak.

Running at full throttle but not at idle would probably be caused by not enough air getting through to the cylinder with the fuel. This could be caused by blocked/dirty air filter, air leak or worn/damaged piston or cylinder. The higher the revs are the less air to fuel ratio is needed so it will run at these speeds. First check your air filter, if that is fine take the spark plug out and examine the inside of the cylinder. You will need to check here with the piston down. If you want to be a bit more thorough you can remove the exhaust and check the piston face and inside the cylinder from here aswell. You don't want to see any scoring or solid lumps of anything in here. While you have the exhaust off give it a few firm taps to make sure there is no major carbon build up and clean the spark arrestor if it has one. The arrestor is normally a small gause found on or near the exaust outlet pipe. If that all seems fine then get some soapy water and squirt it around the carb gaskets and pipe that runs from the carb to the cylinder. If you see bubbles appearing here when the machine is running then you have air escaping and it will need investigating. Failing this you could have worn piston rings or crank seals. Ideally to test this area you need proper pressure testing equipment.

The H is for when your cutting,it keeps the saw from stalling. The L, is for the saw when at Idle. When the L ,is adjusted right, the saw should stay running ,and the chain should not move ,that is with the break in the off position. The H screw,should be adjusted if the saw bogs down when rev ed up. A good starting point for theses screws would be a turn and one half out.
