My 2004 wont start and I changed the spark plugs and battery is fully charged

charge the battery fully it may not have enough charge to start, you could jump start it with a battery or a car but not a running car, they put out 16 volts and will fry the electrics,

Car wont start but kicks over

Since you do have A fully charged battery and also you do receive fuel smell after crank start and the car wont start,either you do have an Ignition fault means not giving the spark,advice remove the spark plugs and check whether are wet with fuel,see whether are black,if so change them and before start check by leaving an HT lead off a spark and use one of the old ones connected to the HT lead and earthed to the engine,ask somebody to start the engine checking for any spark comes out. If yes then put the HT lead back to the new spark on the engine and try. If ther is not any spark,then you have to go backwards from the HT leads to distributor,Rotor Arm,Electronic igniter,Coil if is fitted,Fuse and relay. Good Luck.

has spark? has fuel going to carb? if you smell gas from the muffler or carb then it not burning check for spark pull plug touch away from the hole so you don't ignite the vapors on the engine look for a great blue red spark

Check fuel is getting to the plug ( take the plug out after you have tried to start it- it should be wet) also change the spark plug. This is a best case fix, it may be that your ignition system has failed (CDI unit) The only way to check these is at a garage where they have the correct test equipment.

Not to worry this happens to everyone.

Many people seem to over look and understand that the battery is the mastmind behind this no start condition.

I would suggest that if you hear a clicking noise while cranking ( attempting to start) the engine; that you have a certifided tech inspect the charge of the battery.
This could also be , if it becomes something major, a no fuel condition. Meaning; your engine is not recieving fuel to combust.
Or a no spark condition which means that your spark plugs are not igniting your fuel.

But not to worry the problem could be your battery.

with the battery fully charged try scraping the positive over the terminal on the battery and see if it sparks like a draw is sucking out amps if theres no draw on the battery it wont spark at all (good) if it sparks (bad) you have something grounded and killing your battery.. gl
