Floats sticking keeping it from stopping fuel fill in carb bowl. Result over flow and out ..try opening bottom screw on bottom of carb let fuel flow out than close screw.{located on bottom of carb bowl usually next to a nipple or fuel line} If that don't work tap on side of bowl with something. If that don't work your going to have to remove carb and investigate..good luck..

The float needle may be stuck.you will need to remove carb and remove float chamber and clean or replace the needle valve.Check that the float is not faulty.ie that it has no fuel inside of it.

Scooter 49cc

well this scooter has a 2 stroke engine (meaning it mixes oil and gas) so it would need any kind of 2-stroke oil, it is always recommended to NOT buy the cheapest oil and rather to spend a little more on an oil brand that works better.

Gas leak from bottom of carburator

The line you are talking about is the carb overflow line. It does not connect to anything. It sounds like the carb needle valve or carb float is sticking in the open position allowing fuel to constantly flow into the carb. You should take the carb apart and examine the two parts I mentioned.
