Check the value on your bike against the cost of a new engine. Unfortunately, you might be better off putting a down payment on a new bike. You can try for a used engine. They are reliable and well priced.

You may be able to order a 'crate' engine from your Suzuki dealer.

Most likely the Nikki carburetor needing a good ultrasonic cleaning and a carburetor repair installed. It would be best for regular lawnmower repair shop to do this as the Nikki can a pain to get the parts replaced correctly and even the new gaskets can leak sometimes.

Here in the US the NTSB can be contacted online or by phone. National Traffic Safty Board surely has a Canadian counterpart. They will have a list of TSB(technical Service Bullitins) and recalls. But it's 15 years old and they probably don't apply anymore. 251 K is pretty long life though. I had 362K on a GMC 350, then it blew the head gasket too.

Right i own an 03 tm 125 and i took it out got to the track and it wernt starting at all. then bought a new spark plug , it stilll wernt kicking. so i bumped it and it onlky jus started, then rode off...

Sounds like you had the engine flooded or the spark plug was fouled. When you changed the spark plug, you apparently forgot to tighten it properly. You may have damaged the threads in the head. I doubt you blew up the engine but you need to have the treads in the head repaired if they are damaged. Any good machine shop can install an insert into the head to repair it.

I do also need a new engine,

you probably blew a gasket, any engine is repairable and rebuild-able but if you want the easy and quick way.... go to a salvage yard.

1999 FORD ESCORT ZX2 radiator hoses swell and burst

you've got a serious overheating issue creating the pressure. Your temp gauge must be reading hot too.
If not, then you have engine compression pressure getting into the cooling system through a blown head gasket.
Replacing the cap will not help.
