You need to oil your cables first....They make a gadget to help you do this...it clamps around the end of the cable, and you spray oil into a provided hole for a spray nozzle tube...Then see if the cables are unstuck by turning the throttle grip back and forth for awhile....start it and see if that helped....if not you may need to replace the cable(s)...I doubt that the slide in the carb is hanging up...or valve. If this doesn't work notify me.

thanks for the advice I have oiled the cables by removing the top of thr handle bar switch and let gravity do its work. it did help them loosen up however it still its snapping right back to the idle position so I think its to vacuum leak is. I am working on that and I'll let everybody know when I figure it out thanks again..

Hello, i have a stihl ts400 and i just rebuilt the topend(crank, piston, cyl, all bearings and seals.Fires up easy, idles fine, revs fine, but when you hold the throttle down it doesent want to hit rev limiter...

There is not an actual rev limiter. The top end is controlled by the carb. You actually want it to sound a bit rich at full throttle so that it has enough fuel when cutting under a load. What causes me some alarm is the revving up part. If it revs too fast that is a lean condition and can quickly ruin the piston and cylinder much like running straight gas. A torn intake boot can cause this. The high speed spec for the TS400 is 9,600 rpm + OR - 500 RPM. Your saw may not have a needle to adjust the high side as some have only the low speed adjuster. Also when you disassemble and clean the carb always use a new kit with the gaskets and diaphragm. Any Stihl dealer can furnish the kits and they aren't terribly expensive. Often between $10-20.

At times my car idels a little high and when you let off the break it accelerates by itself more than normal

this is a pretty common thing,, when applying your breaks , the brake booster requires more vacuum to work, which takes the vacuum from the motor,, once released the motor gets the vacuum back,, so it will rev up a little, If your familiar with working on cars, remove the throttle body air duct,, spray a little carb cleaner ( a little not a bunch) into the end of the throttle body opening, there is a governor plate inside that gets gunked up, and will make the cars idle jump around at times, clean that and you should be fine !!

Need to know then factory settings for the carburetor on a 78 it 250 e...how many turns out for the idle and how many turns out for the air/fuel mix?

I have the H model and set mine at one and a half turns out from stop. It waivers a little from summer to winter but only by a fraction.

As for the idle speed, when bike is warmed it will idle a little different to when cold and using choke.

Personal preference really, without a tacho fitted, I set it so she idles easy when cold. Once she's warm, idling is generally not used!!

To balance the two, warm engine and hold throttle at your optimum idle speed. Screw in idle adjuster until it engages base edge of carby slide. Release throttle and screw in/out fractionally to test if revs rise/fall. Set at optimum and then turn air mixture screw in/out till revs are highest (without using throttle). Then reset Idle screw back out to bring revs down to optimum level.

Tip, use a little thread seal on the idle screw as they have a nasty habit of unscrewing and leaving a hole in the side of your carby...sure fire way to lean right out and burn a hole in your piston when riding.

Cheers.

Wont idle properly.

vacuum leak.....get some carb cleaner an when you can get the bike to idle somewhat normal spray around hoses and intake manifolds...if idle increases that where the problem is.
