Question about 2007 Ducati Monster 695
As per Manual your dealer is right, once 'RED' key is gone, you need to
replace ECU, instrument panel and ignition switch assembly.
Unless the second dealer is hacking the ECU/ducati security does not seems like they can get you a key but if they can it will not be a safe key...

Contact your local Ducati Dealer along with proof of ownership and your VIN, and they can cut a key for you. Expect to pay as much as $100.00 (or more in some cases) for a genuine factory replacement.
Your local Ducati Dealer service department knows what to do to have you riding as soon as possible, provided of course the bike was never reported stolen.
