If no cable - they are electric. Find a schematic and look for the sending unit. Should be around drive shaft or crank shaft. I would expect that this has gone bad.

I would look at a possible blockage in the exhaust, including the catalytic converter.
Next would be fuel pressure.

Did you replace the plugs with the correct lenght? Original HD or another make? Logic would dictate that if all was o/k before plug change then plugs must be the problem.

Your converter won't be doing much after 17 years,
if it is the original

The exhaust gas readings are what you use to
diagnose the problem,you don't replace any parts
until you find the cause of the failed emission test.

What readings were high and by how much?

If the exhaust system is the original, I would suspect a blockage caused by unburnt oil. That is causing too much back pressure and therefore lack of fuel mixture at higher rev. Causing lack of power.
It could be the choke on the carb is blocked also.

It had 2 cats original but I always got a better exhaust sound by taking one out.

The only thing you need to be concerned with is the amount of wires that go to the oxygen sensor, you state that it is not the original engine but I assume that you still are using the original loom and computer control system for your truck and if so you can reference the oxygen sensor connector.. Will have to use same oxygen sensor for original engine....Good Luck
