Question about Harley Davidson Motorcycles
2007 Ultra Classic - Tour pack removed. Blows tail light 15A fuse. Circuit only pulls 1.5A with engine on or off, blows fuse when engine is started.

Hi Anonymous, you have a hard/dead short that should be easy to find generally they are the easiest. Time to get out your test light and start tracking the wire from the power side of the blown fuse receiver, when the test light quits lighting you are very close to your short. The most likely cause is a stuck brake switch, probably the foot brake switch. Remove the switches and exercise them then refit. Should fix it or tell you which one has failed.
