you may want to relube your water pump. this usually happens if the water pump cannot put out what it gets from the inlet valve. what will happen is that coolant will get stuck on the negative reservoir, then will get out of the over flow tube. you may think that you have too much coolant, but yet you only are running half.
avoid further damage and overheating have it replaced.

Classic blown head gasket, blown to the inside of the water jacket not necessary visible from outward appearance. I'm surprised that it'll even start with the steam coming out the tail pipe. If you are running the proper coolant in the system (meaning not just water) the antifreeze is deadly on bearings cylinder walls and anywhere else engine oil is suppose to be. Check the crankcase oil and if it looks like caramel you have a problem all coming from the coolant leaking into the engine/cylinder. The head gasket will need to be changes, crankcase drained and completely flushed and the cooling system drained flushed and cleaned out of any oil residue. If you continue to run the engine even at idle and the cylinder gets more coolant in there than it can displace it will bend parts like a rod or even break a piston. The inside of the cylinder when you do take it apart will be just spotless as if it was just made cause the coolant will clean every spec of dirt and carbon of the top of the piston and cylinder head. It's a long job but shouldn't be to terribly complicated.
