Bike wont go past 10,000 rpms. power just shuts out.

These bikes have rev limiters to keep you from blowing the motor. they are supposed to do just that, shut power off if you rev the engine too hard. Usually it cuts out and re-starts very rapidly and you get sort of a Vroom, Vroom , Vroom sound that lets you know you are reving it too much. If you continue to push the motor it will shut power off. 10,000 rpm is a lot of rpm and this could cause major issues with the motor. you don't want a piston to come loose at this rpm!

Governor

F1, F2, F3 and perhaps all carbuerated motorcycles do not have speed limiters. Even newer fuel injected 600cc and most 1000cc motorcycles will not have speed limiters. Usual cases of governors apply to sportbikes exceeding 1 liter like the ZX12, ZX14 and the Hyabusa

Horsepower

horsepower is 178. The US spec version of the 2008 1000RR has a limitation above 10,200 rpm that reduces rear wheel horsepower to approximately 155. The UK version of the motorcycle makes about 10 more horsepower with a normal curve above 10,200 rpm as opposed to the US version which is essentially flat from 10,200 rpm to 13,000 rpm.
