Question about Buell Motorcycles
Check your ignition switch. It may have water in it or it could have rusted contacts in it. The gauges will light as long as you have the key switch on. Since they are not lighting - I would say bad switch.

When was the voltage regulator/generator installed? I had the same problem 2 years ago on my Cyclone. The new generator I recieved was also bad and I had to order a 3rd.
